Constructed as an upscale Western hotel in 1880 by the Hokkaido Development Commissioner, Hoheikan was eventually relocated to Nakajima Park, and then designated a Japanese Important Cultural Property in 1964. The Great Hall can serve as a venue for receptions and other events after conferences. The original white and ultramarine color scheme highlights the building's Western feel and harmony with nature.
